R2T4 Calculation Was Waived Accidentally or Keeps Being Waived

Issue

An R2T4 (Return of Title IV Funds) calculation that should have been completed was waived — either accidentally by the school or by the system — and the return calculation has not been performed. This can result in unearned aid remaining on a student's account and a compliance exposure for the school.

Common Scenarios

  • Accidentally waived by school: A staff member waived the R2T4 in error, intending to scan it for review instead. The waive action cannot be undone by the school.
  • R2T4 continues to be waived by system: The R2T4 generates but the system immediately waives it because the student was marked as not receiving aid at the relevant payment period. This can happen when attendance data is incomplete or when the withdrawal date falls in a period where no aid had been disbursed yet.
  • Attendance gap causing ambiguity: A student has a significant gap in attendance without a formal LOA on file. The system may treat the gap as a withdrawal and waive the R2T4 due to missing data.

Steps to Resolve

  1. If the R2T4 was accidentally waived, re-scan the R2T4 in Campus Ivy and submit a ticket to CI Refund requesting re-approval of the re-scanned calculation. Do not attempt to approve the previously waived R2T4 — create a fresh scan.
  2. If the R2T4 keeps being waived by the system, verify that the student received aid during the payment period in which they withdrew. If no aid was disbursed in that period, no R2T4 is required — the waive is correct.
  3. If the student did receive aid and the R2T4 is still being waived, submit a ticket to CI Refund with:
    • Student name and ID
    • Withdrawal date
    • Aid that was disbursed and in which payment period
    • Description of what the R2T4 is doing (being waived immediately, or never generating)

Important Notes

  • Federal regulations require R2T4 to be completed within 30 days of the school's determination of the student's last date of attendance. Delays caused by waiver errors can create compliance exposure. Escalate urgently if the 30-day window is approaching.
  • A waived R2T4 cannot be reversed by the school in Campus Ivy. Only the CI Refund team can reverse or re-activate a waived calculation.
