Loan Disbursement Blocked by MPN Error (C19) Despite Valid MPN on File

Issue

A student's Direct Loan disbursement is blocked in Campus Ivy with a C19 status code indicating an expired or missing MPN, but when the school checks COD directly, the student has a valid, unexpired MPN on file. The loan cannot be added to a batch.

Why This Happens

Campus Ivy validates MPN status by matching the school's OPE ID against the MPN on file in COD. In transfer or multi-enrollment scenarios, a student may have completed their MPN at a previous institution using that institution's school code. While the MPN is legally valid for any participating school, Campus Ivy may not recognize it as valid for the current school if it was originated under a different OPE ID.

This can also occur when a student completes a new MPN but there is a delay in COD reflecting the updated status back to Campus Ivy.

Steps to Resolve

  1. Confirm in COD (via the COD website or NSLDS) that the student has a valid, unexpired MPN and note the school code under which it was completed.
  2. If the MPN was completed under a different institution's school code, the student will need to complete a new MPN at your school. Direct the student to StudentAid.gov to complete a new MPN using your institution's school code.
  3. If the student completed a new MPN recently and COD shows it as valid but Campus Ivy still flags C19, there may be a synchronization delay. Submit a ticket to CI Fiscal with:
    • Student name and ID
    • MPN completion date and school code as shown in COD
    • Screenshot of the C19 flag in Campus Ivy
    • Screenshot of the valid MPN in COD
  4. The CI Fiscal team can manually clear the C19 hold once the valid MPN is confirmed.

Important Notes

  • A student should not be required to complete a new MPN simply because their current MPN was signed at another school — that is a valid MPN under federal regulations. However, Campus Ivy may require one anyway as a system limitation. When this happens, having the student complete a new MPN is the fastest path to resolution.
  • MPN updates from COD typically sync to Campus Ivy within 24 to 48 hours. If urgency requires faster resolution, contact CI Fiscal directly.
