Resolving POP and MRR Conflicts: Adding the Additional Eligibility Indicator to a Pell Record

Overview

The Additional Eligibility Indicator (AEI) is a flag applied to a student's Pell record in COD when they are eligible for Pell grant funds and have prior or concurrent enrollment at another institution that affects their eligibility calculation. When the AEI is missing or incorrect, it can trigger a Period of Professional Development (POP) or Maximum Recognition Rate (MRR) conflict with a prior institution. What the AEI Does

The AEI tells COD that the student's Pell eligibility has been verified and that any apparent overlap with a prior institution's records has been reviewed and accounted for. Without the correct AEI on the record, COD may flag the disbursement as a potential over-award or overlap, generating a POP or MRR warning that can hold up processing.

When to Submit an AEI Request

Submit a request to the CI Financial Aid Team if:

  • You receive a POP or MRR error or warning related to a student's Pell record in COD.
  • A prior institution has flagged an enrollment overlap with your student's Pell award.
  • The student's NSLDS record shows an unresolved conflict that requires the AEI to be applied to proceed.

How to Request an AEI Update

  1. Submit a ticket to the CI Financial Aid Team with:
    • Student name and last four digits of SSN
    • Aid year (e.g., 2025-2026)
    • Description of the POP or MRR issue (include the name of the prior institution if known)
    • Confirmation that you believe the AEI should be applied, if known
  2. The CI Auditing and Reporting Team will review the student's Pell record and NSLDS data.
  3. If the AEI is applicable, the team will add it to the Pell record and update COD accordingly.
  4. The action taken will be documented in the ticket before it is closed.
